Role & Responsibilities:

Serves as Operator of Record for Class water & class 1 wastewater treatment facilities, acts as lead worker & coordinates activities of treatment plant operators in operation & maintenance of water & wastewater treatment plants (e.g., monitors plant maintenance operation, assigns work duties, schedules chemical laboratory tests, develops & recommends work schedules of lower level operators, oversees plant record keeping & ensures compliance with Ohio Environmental Protection Agency (EPA) water & wastewater regulations): consisting of bar screens, lift stations, primary & secondary settlings, activated sludge, chlorination, recirculation filters, sludge digestion, high service plumbing, & other devices (e.g. calculates & adjusts chlorine feed rate; cleans sand filters; checks air-water ratio in hydro pneumatic tanks; monitors & adjusts collection system, chlorination process, trash traps, dosing pumps & tertiary sand filters; transfers sludge; cleans diffusers & screens; adds chemicals; changes chlorine tanks; reads flow meters).

Conducts routine sampling & monitoring daily or as required by Ohio EPA: performs daily, weekly, bi-weekly & monthly chemical tests on water & sewage plants (e.g., alkalinity, pH, temperature, chlorine, dissolved oxygen, settable solids, turbidity): uses test kits &/or meters on samples from plants to determine levels of treatment & quality; collects samples & sends to a laboratory for analysis; maintains laboratory & laboratory equipment; orders supplies & equipment.

Manages water & sewage plant equipment (e.g., lubricates all moving parts, changes packing, removes & replaces worn parts): repairs & installs water & sewage lines, blowers, chlorinator pumps, diffusers, meters, automatic controls, compressors, motors, water & chemical feed pumps, electrical control panels, pressure valves and pressure tanks; makes necessary adjustments; checks valves, piping & belts; orders supplies & equipment; makes repairs as required; receives instruction from the Division of Engineering & coordinates with their representative on plant operation & improvements; maintains Class 1 wastewater license and Class 2 water license.

Maintains treatment plant records: prepares, maintains & forwards daily & monthly records to regulatory agencies (e.g., Environmental Protection Agency, National Pollution Discharge Elimination systems permits, drinking water reports, sludge management reports); prepares & maintains records & reports (e.g., takes readings of meters & electrical timers, records figures on log by test category, collects information, compiles on appropriate forms, files records, disburses reports); assists with overseeing budget allocation for section (e.g., tracks & records spending, stays within budget allocation, projects needed expenditures, orders & buys within set timeframes, develops & submits future budget requests).

Oversees safety inspection program of treatment facilities: performs safety inspections (e.g., checks chlorinators for leaks, monitors safety hazards, checks for required safety equipment): inform park personnel of safety hazards & policies (e.g., material safety data sheets, chemical hazards & spill prevention, EPA & health dept. requirements); trains & updates personnel (e.g., explain emergency procedures, disburses safety hazard alerts).

Oversees & performs general maintenance at water & wastewater treatment facility (e.g., water & sewer line right-of-ways, service areas, paints buildings, floors, piping, fencing & equipment; welds & fabricates metal, mows grass, plows snow, picks up litter): structure maintenance (e.g., cleans facilities & structures, sweeps floors, scrapes & paints fencing & equipment); loads salt, replaces filter sand, works in confined spaces; replaces wiring; cleans & replaces probes & floats; inspects electrical connectors; replaces pipe; replaces shower heads & faucets; solders copper pipe; threads pipe; winterizes restrooms, fountains, Laundromat & other park buildings; drives state vehicle from area to area of the park, district & state to perform job duties, attend training, seminars & staff meetings.

Skills Required:

Knowledge of (7) workforce planning, (8) employee training & development, (9a) lead work, (10) safety practices (M.S.D.S. sheets, chemical spills, confined spaces, respirator training) (13b) Agency policies & procedures (department & division policies & procedures related to treatment facilities).

Skilled in (28) trade (certificate equal to that required by water & wastewater rule 3745-7-02), (29) equipment operation (automobile, calculator, hand & power tools). Ability to (30q) understand most difficult classes of concepts; (31h) use statistical analysis; (32t) use proper research methods in gathering data; (33e) gather, collate & classify information about data, people, or things; (34c) cooperate with co-workers on group projects; (35c) demonstrate strength to lift up to 50 lbs.

Knowledge of (10) (M.S.D.S. sheets). Skilled in (26c) transcription of electronically recorded data, (29) (personal computer, Hach 2100 N turbidimeter, Hach Colorimeter 1 & 2, Chemtrac TM2200 turbidimeter, Chemtrac CRA 3500 chlorine analyzer, Hach Sension 4 & MJK pH meters, Hach FIC)30D dissolved oxygen meter, MJK transducer, Sentinel Processor, Mission 800, Microcat Control System, GRG450 gas monitor, SCBA). Ability to (30m), (31f) use algebra; (32r), (33e), (34c).

Knowledge of (10) (confined spaces, respirator training & M.S.D.S. sheets, EPA standards, permit regulations, equipment operation). Skilled in (29) (test kits, meters, pipets). Ability to (30m) interpret extensive variety of technical material in books, journals & manuals; (31g) use of geometry & trigonometry; (32r) prepare meaningful, concise & accurate reports; (33e); (34c); (35c) (501bs).

Knowledge of (2) bookkeeping. Skilled in (26c), (29) (personal computer, hand & power tools). Ability to (30m), (31g), (32s) proofread technical materials, recognize errors & make corrections; (33e), (34c), (35a) demonstrate physical fitness.

Knowledge of (9a) lead work, (10) (water/wastewater field). Ability to (30j), (31e), (321), (34c).

Knowledge of (10) (respirator & confined spaces), (13b) Agency policies & procedures (department, division, & park safety practices, policies & procedures)'.

Skilled in (29) (mower, truck, weedeater, hand & power tools, trimmer, power washer, welder, snow blower, automobile).

Ability to 30j), (31 g), (321) maintain accurate records; (34c), (35c) (501bs).

Work Experience Required:

All certified water & wastewater operators must meet requirements of OAC 3745-7-15 of OEPA Director-approved contact hours required to renew certification.

Requires travel; exposed to sewage & sewage odors & corrosive & caustic chemicals; works outdoors exposed to extreme temperatures; exposed to loud noise; works in tight confined area occasionally

Class 1 wastewater & Class 1 water license

To operate a state vehicle, one must show proof of a valid driver's license

Education/Training Required:

High School Diploma (HSD) or General Education Degree (GED), coursework, training, and work experience relevant to the assignment.
