Description
JOB SUMMARY
Manages, leads and directs the safe operation of the solids handling and Renewable Energy Facility (REF) at the Southerly Wastewater Treatment Center (SWWTC) while coordinating these activities with the Sewer District's Easterly and Westerly Wastewater Treatment Plants. The REF includes solids and skimmings handling processes, three fluidized bed biosolids incinerators, a high-pressure steam system, turbine/generator system and an ash disposal/reuse process. Directs facility operation and maintenance, manages and coordinates staff, contractors and vendors and complies with all applicable permits. Directs coordination of the operation of the REF with the Easterly WWTP sludge pumped to the SWWTC and Westerly WWTC biosolids and residuals handling activities. Oversees the coordination of the REF operation with wet side operations, maintenance activities and construction projects. Implements continuous improvement processes to enhance operational and maintenance strategies to increase cost-avoidance, increase up time, decrease response time and reduce the carbon footprint. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
-Manages, leads and directs the operation of the biosolids and residuals handling anddisposal processes at the Southerly Wastewater Treatment Center and coordinates theseactivities with the Sewer District's two other wastewater treatment plants. Leads theoperation of the REF to ensure that it is always operating within regulatory complianceparameters. Prepares and submits necessary compliance reports.
-Directs, develops and implements functional level strategy. Formulates policies,defines objectives and sets short- and long-term goals for the Sewer District'sbiosolids and residuals handling and disposal processes to meet strategic and organizational objectives.
- Provides guidance to ensure that planned objectives meet necessary budget requirements. Creates schedules and allocates staff appropriately, establishes priorities for resource utilization and identifies the need for and prioritizes capital expenditures. Develops and implements functional level strategy.
- Oversees the implementation of standard operating and maintenance procedures to ensure consistency in operations. Directs the coordination of the operation of the REF with the operation and maintenance of biosolids and residuals handling processes at the Westerly WWTC and the Easterly WWTP, including the Easterly sludge force main. Directs the coordination of the REF operation with wet side operations, maintenance activities and construction projects.
- Drives high production capability through utilization of improvement programs and maintenance best practices. Coordinates continuous improvement processes with Operation & Maintenance, Plant Engineering, District Administration and other groups as necessary. Implements continuous improvement to enhance operational and maintenance strategies to improve safety, increase cost-avoidance, increase up time, decrease response time and reduce the carbon footprint.
- Works with management and staff members to develop ideas and implement solutions in order to solve problems and/or improve the efficiency of the operation. Develops and implements process improvement projects. Leads various teams to implement strategic initiatives.
- Oversees the development of operating expenses and capital budget projections. Prepares annual budget requests. Prepares and reviews financial reports, procurement requests and costs for training, tools, supplies and other expenses. Approves purchases. Identifies staffing level requirements and skills and recommends procurement of external resources to augment Sewer District staff and skills when needed. Establishes priorities for resource utilization.
- Provides comprehensive staff management. Directs the creation of schedules and allocates staff appropriately. Assigns roles within the group, conducts formal hiring interviews and makes selection and promotion recommendations. Coaches, mentors and manages the performance and development of staff. Evaluates personnel performance. Oversees the development and implementation of technical training programs that provide the staff with necessary and up-to-date skills to deliver required services. Resolves disputes and maintains discipline and morale. Initiates and recommends disciplinary actions within Sewer District policies and guidelines.
- Directs the use of resources (people, materials and money) and sets priorities to coordinate operation and maintenance activities among areas of responsibility.
- Works with subordinates to develop and implement related goals and monitors the alignment of goals. Works with appropriate staff to help prioritize work and keep projects and programs on track.
- Leads REF related safety, health and environmental operational initiatives and implementation. Ensures that work is carried out in a safe manner in compliance with applicable regulations and Sewer District health and safety policies and procedures. Reviews accident investigation reports, makes recommendations and takes appropriate actions, as necessary.
- Makes decisions under time constraints in emergency situations that determine a course of action, equipment and material purchases, or affect the employment and welfare of employees.
- Serves in various roles within the Sewer District's incident command structure during large-scale emergencies. Oversees emergency response in wastewater treatment plant-related emergencies and serves as incident commander of those emergencies when necessary. Provides guidance for emergency response plans and participates in and develops crisis response drills.
- Maintains positive internal/external working relationships and public relations. Speaks publicly on behalf of the Sewer District. Occasionally coordinates activities with other departments to protect Sewer District facilities and the environment, meets regulatory requirements and to optimize operations. Serves as needed as a liaison with other agencies or community groups.
- Reviews and evaluates engineering designs, plans and specifications for recommendation. Manages projects and prepares specifications for bid documents.
- Integrates verbal and numerical information to create reports that are understood by a wide variety of audiences and to estimate staffing and resource needs. Analyzes a wide variety of information for decision-making. Develops various reports for staff and leadership. Gives presentations at internal department meetings, board meetings and community meetings.
- Discusses issues for clarification and informs staff of policies and procedures. Works to resolve conflict within the REF, the wastewater treatment plant and other Sewer District departments as they arise for the benefit of the Sewer District. Encourages cooperation between team members by emphasizing the importance of reaching work objectives in order to meet regulatory guidelines, departmental goals and strategic initiatives.
- Responsible for developing and maintaining Standard Operating Procedures (SOPs) for Solids Handling and REF.
- Responsible for the development of required monthly Key Performance Indicator (KPI) reports.
- Completes routine administration including writing correspondence, describing technical situations in lay terms, creating proposals and keeping detailed records.
- Plans, conducts and participates in meetings and cross functional teams in which the collective resources of the group members are used efficiently.
- May serve as the Director or Deputy Director of Operation & Maintenance in their absence.
- Keeps current on trends affecting new technology and methods.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
- Candidate must possess a bachelor's degree, preferably in Engineering, Engineering Technology, Computer Science or a closely related field.
- An equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
- Candidate must possess ten (10) years of progressively responsible experience operating, maintaining and/or managing a utility, manufacturing facility, Renewable Energy facility, wastewater treatment plant or related operation. Experience must include managing cultural change, implementing process improvements and efficiency initiatives and managing budgets. Experience with steam generation and turbine operation and maintenance is preferred.
- Experience must include five (5) years supervising, managing and/or leading people, projects and/or processes.
- Experience in working with collective bargaining union workforce and contractors is preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess knowledge in the operation and maintenance of fluidized bed incinerators and associated equipment, steam and electricity generation and associated equipment and boilers and associated equipment.
- Candidate must possess knowledge in regulation compliance parameters related to the operation and maintenance of the REF, biosolids management, all aspects of budget development and control, best practices related to safety, health and environmental operational initiatives and their implementation, strategic management and organizational behavior.
- Candidate must possess strong attention to detail, written and verbal communication and interpersonal skills. Candidate must possess the ability to abide by rules and regulations, manage sources of biosolids for fuels and supply chain, manage and prioritize multiple projects and coordinate people and operations with other plants. Must be able to develop and implement programs and initiatives and resolve disputes.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crouching, driving, feeling, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping with both hands. Ability to push, pull and lift from floor to waist and waist to shoulder up to 40 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on a frequent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, vibrations, wet/humid conditions, work around large machinery and work at heights is encountered in this position.
Pay Range: USD, Commensurate with Experience
