JOB SUMMARY: The intern will assist with various projects throughout the assignment, including, but not limited to:

ESSENTIAL FUNCTIONS:

NEORSD/CCOEM Watersheds Liaison Officer Program Development/Training

Project Description: Assist Emergency Management and Business Continuity Program Manager with integration in Cuyahoga County Office of Emergency Management protocols and Knowledge Center to enhance regional flood response and mitigation efforts.


Review current NEORSD Watershed documentation process and assist District Watersheds Team with development/enhancement of Incident Command System/National Incident Management System (ICS/NIMS) compatible formats to be leveraged by District supported municipalities within CCOEM's Knowledge Center during Wet Weather Events.
Provides assistance to Emergency Management and Business Continuity Program Manager while developing and implementing Homeland Security Exercise Evaluation Program (HSEEP) tabletop (TTX), functional exercises (FEs), and full-scale exercises (FSEs) to enhance District designated Liaison Officers (LNOs) within the Watersheds Department, in support of regional flood response

NEORSD Physical Security Risk Analysis

Project Description: Assist Emergency Management and Business Continuity Program Manager with Risk Analysis and projects' implementation of five Critical Infrastructure facilities impacting 1.2 million residents in coordination with the United States/Ohio Departments of Homeland Security and the Cuyahoga County Office of Emergency Management.


Assist Emergency Management and Business Continuity Program Manager with Critical Infrastructure vulnerability assessments, review Threat/Hazard Identification and Risk Analysis/Stakeholder Preparedness Review (THIRA/SIPRs), and utilize the vulnerability self-assessment tool provided by US EPA in support of critical water/wastewater systems
Assist with Phase II Active Shooter Implementation recommendations and coordination with District Security Department and District Engineering and Construction Staff
Assist Emergency Management and Business Continuity Program Manager with Critical Infrastructure facility drills for Shelter in Place (High), Shelter in Place (Low), and evacuation events utilizing the HSEEP process.

NEORSD Emergency Operations Center activities and equipment upgrades

Project Description: Assist Emergency Management and Business Continuity Program Manager with District Emergency Operations Center Operations and Incident Action Plan Coordination and Development


Provide assistance as may be required to maintain effective Emergency Operations Center operations and assist EOC Director with external agency coordination as required
Assist with equipment upgrades and procurement within District EOC and satellite Incident Command Posts located throughout region
Complete FEMA NQS standards for EOC Director
Assist with grant development and submission for THIRA/SIPR identified equipment requirements

EDUCATION

Academic Status/Standing:


Candidate must be enrolled in school or must have graduated within 24 months from the date of application.

Field of Study:


Declared Majors: Fire Protection Technology, Emergency Management and Homeland Security, Emergency Medical Services or a related field of study

Bachelor's degree (Junior/Senior)
Master/Doctoral Degree

OTHER REQUIREMENTS:


Candidate must be able to work 40 hours per week. Working hours are Monday - Friday during normal business hours. Working hours will include a combination of regular business hours, weekend and after-hour timeframes and may include legal holidays. This is a temporary position. Work hours will be adjusted as appropriate for interns who are enrolled in school.
Candidate must be able to commit to up to a 12 month assignment with an option to extend the assignment at NEORSD's discretion. This internship program provides for a time-limited role at NEORSD with no express or implied guarantee of future employment beyond the assignment period. This position is governed by all applicable NEORSD administrative policies, practices and procedures related to temporary employees.
The District requires protective footwear (i.e., steel or composite-toed) when working in the plants, pump stations, construction sites, public rights-of-way, and other posted areas. New hires are required to have protective footwear, meeting the following criteria, on the first day of employment: 1) Must be ANSI Z41-1999 or ASTM F-2412/2413 (2005) certified, 2) Must have a steel or composite protective toe, 3) Must be, at a minimum, a 6" work boot or 6" hiker-style boot (Note: shoes are not permitted), 4) Must have a slip-resistant sole. It is also recommended, but not required, that footwear be waterproof and have included a shank to protect the bottom of the foot.
Candidate must possess a valid driver's license with a driving record in accordance with the District's acceptable guidelines.
